The Zoning Ordinance Review Committee (ZORC) is an advisory committee established by the Village of Key Biscayne to review and recommend updates to the Village’s Zoning Code. Click here for the ordinance creating the committee. 

Composed of resident experts in real estate, environmental resiliency, land use, development, and related fields, the committee evaluates proposed legislation for its impact on community design, streetscapes, neighborhood aesthetics, and environmental mitigation. ZORC’s recommendations help ensure that zoning changes align with the Village’s vision for a resilient, well-designed, and vibrant community.
