Overview

The Key Biscayne Vision Plan is a long-term planning framework developed to guide future decision-making related to land use, mobility, infrastructure, resiliency, and public space within the Village of Key Biscayne. The plan is advisory in nature and is intended to inform policy discussions and future studies rather than function as a regulatory document. Its recommendations are illustrative and subject to refinement through subsequent planning and approval processes.


Scope & Intent

The scope of the Vision Plan encompasses the physical, environmental, and civic systems that shape daily life in Key Biscayne. It addresses the Village’s relationship to regional transportation networks, coastal and ecological conditions, public space, and community services, while maintaining existing limits on residential and commercial density.

The intent of the plan is to establish a shared framework for balancing growth management, climate adaptation, and quality of life. It reflects a forward-looking approach to infrastructure and public realm improvements while emphasizing continuity with the Village’s established character and scale.

Process & Status

The Vision Plan was developed through a multi-phase planning process that included community engagement, technical analysis, and coordination with local leadership. Adopted by the Village of Key Biscayne in May 2023, the plan serves as a guiding document rather than a binding policy or capital program.

Implementation of the Vision Plan is expected to occur incrementally through future studies, capital projects, regulatory updates, and funding decisions. Individual recommendations may advance at different timelines depending on feasibility, public input, and coordination with regional agencies.
